Polish Referencing Report

The report references the proposed Polish Qualifications Framework (PQF) to the European Qualifications Framework (EQF). It also presents the course and progress of work on other projects undertaken to modernise the national qualifications system in Poland. It shows that Poland meets the ten referencing criteria defined by the EQF Advisory Group.

The third stage of the project

krkThe Educational Reasearch Institute has just completed the second stage of the project entilted “The development of terms of reference for the implementation of the National Qualifications Framework and the National Qualifications Register for lifelong learning”.The project is prolonged until 30 June, 2015 and it will be accompanied by two suplementary projects entitled: „Developing the national qualifications system - preparing to implement the Integrated Qualifications Register for lifelong learning” and „Developing the national qualifications system  – pilot implementation of national qualifications system and its promotional campaign”.

Guests from Croatia

Guests from CroatiaBetween December 16-18, 2013, IBE hosted a group of educational representatives from Croatia during their study visit in Poland. The first day of the visit was devoted to the Polish Qualifications Framework (PQF). IBE experts on the subject presented a history of educational changes in Polish education, the idea of introducing the PQF and its role in the educational system.

Summary of the public debate - report

Podsumowanie debaty społecznej – relacjaA conference summarising the public debate on the National Qualifications Framework was held in Warsaw on September 24, 2013. The occasion to bring together nearly 150 representatives from government, higher education, employers' organizations was the completion of the second stage of the public debate. During the conference, IBE experts presented the status of the work on the project, the NQS Glossary, the principles of the Integrated Qualifications Register, as well as an action plan for the future, including the information campaign.

The Scots at IBE

The Scots at IBEA seminar will be held October 3 on determining the levels of qualifications. The seminar is being organised by the Scottish Credit and Qualifications Framework Partnership and the Educational Research Institute. Experts from IBE and the SCQFP will exchange experiences within the context of developing the Polish qualifications system.

Talking to people and providing them with information

Public debates, the work of industupory groups and expert seminars are not the only tools of building understanding and forming the foundation for cooperation with the various stakeholders of qualifications frameworks. IBE experts also participate in key HR-industry educational events and meetings , as well as conferences organized by various communities. Organizing seminars for career and school counselors and regional conferences are also important elements in promoting the concept of frameworks.

The NQF Project at the Congress of Polish Education

Between June 15 and 16, 2013, the 2nd Congress of Polish Education took place, organized by the Educational Research Institute. The Congress was attended by approx. 1,300 guests: teachers, employees of the school system, lecturers and representatives of local governments. At the Congress, the NQF Project presented its accomplishments at the ERI stand and its experts, Katarzyna Trawińska-Konador and Łukasz Sienkiewicz, Ph.D., participated in thematic panels.

The Referencing Report has been adopted

raport refIn mid-2013, the Referencing Report describing the new qualifications system and referencing the Polish Qualifications Framework to the European Qualifications Framework was adopted by the Polish government and presented at an international forum. This document makes it possible to compare the qualifications awarded in Poland to the qualifications of other EU countries. As a result, a coherent labour market will be created in the European Union, where diplomas or certificates awarded in Poland will be transparent and understood by employers from other European countries.

Summary of regional conferences in Warsaw

konferencja w WarszawieOn May 24, 2013, a conference was held in Warsaw to conclude a series of 16 regional meetings under the common title "National Qualifications Frameworks - change in education and the labour market". Experts from the Educational Research Institute, the Ministry of Regional Development, Ministry of National Education and the Central Examination Board discussed the issues of how the new qualifications system and the Polish Qualifications Framework will change the education system and the labour market, what the new approach to learning is and how vocational education will change, whereas experts from the largest professional organizations including the Polish Craft Association, the Warsaw Institute of Banking and the Accountants Association in Poland presented good practices in ensuring the quality of qualifications.

Completion of work on the Polish referencing report

krk“The Polish Qualifications Framework for Lifelong Learning from the European perspective”, an international conference, will take place on 3 July 2013. The event will mark the completion of work on the Polish referencing report – relating the Polish Qualifications Framework to the European Qualifications Framework. The document has been adopted by the Polish cabinet’s European Affairs Committee and at international level.

Representatives of the NQF project visited the National Qualifications Authority of Ireland (NQAI) on July 1-3, 2012. The aim of this study visit was to learn about the principles and functioning of their register, qualifications system and the procedures for entering a qualification into the register.

The study visit to Coventry

On 19-21 June 2012, the study visit to Coventry provided the NQF team with much valuable information about how the English and Northern Irish qualifications register was developed, as well as about the institution that manages it – OFQUAL. OFQUAL is the abbreviation for the Office of Qualifications and Examinations Regulation, which can also be understood as the “Office for Qualifications and Examinations”.
