Save the date! A conference on developing models for including non-formal sector qualifications in NQFs

The conference will present the experiences of different countries on including qualifications attained in the non-formal education sector in national qualifications frameworks. The main focus will be on the models developed, which are based on a detailed analysis of the systems in seven EU countries: Croatia, Czech Republic, France, Hungary, Ireland, Poland and UK-Scotland.

On January 19, 2017, a meeting for the stakeholders of the Integrated Qualifications System (IQS), organized by the Polish Agency for Enterprise Development (PARP), was held in Warsaw: "We recap the year of the qualification system operation, and it was a year of hard work," said Teresa Wargocka, Secretary of State in the Ministry of National Education.

Do all countries describe the qualifications in a similar way?On September 9, 2016 a seminar was held in the Educational Research Institute, during which Polish and foreign experts discussed the comparability of qualifications in different countries. The Integrated System of Qualifications project experts participating in the meeting presented Polish findings resulting from the ongoing work on the development of qualifications and describing methods for determining the level of qualifications.

The IQS portal has been launched

On 15 July 2016, the Integrated Qualifications System (IQS) portal and the Integrated Qualifications Register (IQR) were launched. The register will include, by virtue of the law, qualifications of awarded by schools and higher education. In addition, there will be other qualifications included in the register, based on the decisions of competent ministers. This means that the stakeholders may now apply for the inclusion of their qualifications in the IQS. The portal can be found at the following address: kwalifikacje.gov.pl. The register is managed by PARP.

Parliament has passed the Act on the Integrated Qualifications SystemThe Sejm (Parliament) of the Republic of Poland passed the Act on December 22, 2015; it was passed by the Senate on the morning of December 24. The Act will come into force within one day of its publication, which means that work on its implementation can already begin in January 2016.

The Competence Balance

The Competence BalanceThe recommendation of the European Commission on validation of non-formal and informal learning indicates that by the year 2018, solutions should be implemented in each Member State of the European Union to allow citizens of Member States to confirm competence acquired outside of the formal education system. Validation of the effects of learning, understood as knowledge, skills and social competence acquired as a result of education, are therefore important in increasing employment and mobility of potential employees and foster motivation towards lifelong learning.

Legislation guidelines for the Integrated Qualifications System

On 31 March 2015 the Council of Ministers adopted the legislation quidelines for the Act on the Integrated Qualifications System (IQS). Thanks to the system, diplomas and certificates will be comparable, the quality of courses and trainings will be assessed, and Polish companies will gain a new tool to confirm their competitiveness.

Study visit in IBE
