NQF-in Project Final Conference
What needs to be considered when developing a system to include non-school qualifications in an NQF? Should this be governed by detailed public regulations or by guiding principles? How will charging fees for inclusion affect the system? Should the system be centralised or devolved? What are the implications of the various options for including qualifications in an NQF?
International conference on sectoral approach to qualifications
On behalf of the Educational Research Institute, we would like to invite you to participate in an international conference organised under the auspices of the “Support to central government administration, awarding bodies and quality assurance institutions in implementing stage I of the Integrated Qualifications System” project, entitled: "Sectoral approach to qualifications – qualifications frameworks, occupational standards, sector skills councils".
Save the date! A conference on developing models for including non-formal sector qualifications in NQFs
The conference will present the experiences of different countries on including qualifications attained in the non-formal education sector in national qualifications frameworks. The main focus will be on the models developed, which are based on a detailed analysis of the systems in seven EU countries: Croatia, Czech Republic, France, Hungary, Ireland, Poland and UK-Scotland.
Prague qualification
In this event will be the experts from seven countries, we act as partners. We are pleased to invite you to participate in the international conference: “Including non-formal sector qualifications in the national qualifications framework - the experiences and solutions of 7 European countries” which will take place on 9 November 2017 in Prague, Czech Republic.
First year of the qualifications system
On January 19, 2017, a meeting for the stakeholders of the Integrated Qualifications System (IQS), organized by the Polish Agency for Enterprise Development (PARP), was held in Warsaw: "We recap the year of the qualification system operation, and it was a year of hard work," said Teresa Wargocka, Secretary of State in the Ministry of National Education.
Do all countries describe the qualifications in a similar way?
On September 9, 2016 a seminar was held in the Educational Research Institute, during which Polish and foreign experts discussed the comparability of qualifications in different countries. The Integrated System of Qualifications project experts participating in the meeting presented Polish findings resulting from the ongoing work on the development of qualifications and describing methods for determining the level of qualifications.
The stakeholders of the Integrated Qualifications System (IQS) meet in Warsaw
On 21 July 2016, the meeting of the Educational Research Institute (IBE) experts with the IQS stakeholders was held - the participants included representatives of employee organizations, employers (including industries), non-formal education institutions, as well as central administration officials.
The IQS portal has been launched
On 15 July 2016, the Integrated Qualifications System (IQS) portal and the Integrated Qualifications Register (IQR) were launched. The register will include, by virtue of the law, qualifications of awarded by schools and higher education. In addition, there will be other qualifications included in the register, based on the decisions of competent ministers. This means that the stakeholders may now apply for the inclusion of their qualifications in the IQS. The portal can be found at the following address: kwalifikacje.gov.pl. The register is managed by PARP.
How will the integrated qualifications system work?
On 15 January 2016, the Act on the Integrated Qualifications System (IQS) entered into force. When will we start using a system that will ensure the comparability of diplomas and certificates in Poland and the EU, a system that will help us determine the quality of courses and training and facilitate the confirmation of skills acquired outside of school?
Support to the FYR Macedonia in developing its National Qualifications Framework
The Educational Research Institute is leading a Twinning project entitled „Further improvement of the system for development and implementation of the National Qualification Framework” in the Former Yugoslav Republic of Macedonia (Twinning Reference No. MK 13 IB SO 02).
Parliament has passed the Act on the Integrated Qualifications System
The Sejm (Parliament) of the Republic of Poland passed the Act on December 22, 2015; it was passed by the Senate on the morning of December 24. The Act will come into force within one day of its publication, which means that work on its implementation can already begin in January 2016.
Validate your skills after turning 50
When we turn 50, we have a lot of experience and skills, but it is harder to navigate the job market. For people to keep pace and consolidate their position, they have to validate these informally acquired competence. And know what skills to improve. There is already a way to do this. The Economic Foundation in partnership with COMBIDATA Poland Sp. z o.o. and NSZZ “Solidarity” for the Gdansk Region have developed it. On scouts, volunteers and desired competence
Social activities in non-governmental organisations model social and civil competence. These are useful in personal and professional life. Candidates applying for a job stand a better chance of employment if their CVs include social activities, as compared to the persons with no such experiences. Still, only a small group of people is active in non-governmental organisations.
European Seminar within the framework of the SMEQUAL project in Warsaw
On 12 March 2015, in the Golden Tulip hotel in Warsaw, a European Seminar was held devoted to ways to raise qualifications in the SME sector, as part of the SMEQUAL project, run in several European countries. The seminar was participated by representatives of the Educational Research Institute (IBE), education institutions from Belgium and Italy, as well as Warsaw’s entrepreneurs.
The people of Małopolska learn during their entire life
“Education does matter,” claimed Dr Barbara Worek of the Jagiellonian University at the 8th Conference “Małopolska is open to knowledge”, which took place on 13 May in Kraków on the topic “From challenges to solutions”. The representatives of science, education, business and public administration discussed the subject whether the people of Małopolska improve their competence, and how the local authorities support personal and professional development of the adult population of this region.
The Competence Balance
The recommendation of the European Commission on validation of non-formal and informal learning indicates that by the year 2018, solutions should be implemented in each Member State of the European Union to allow citizens of Member States to confirm competence acquired outside of the formal education system. Validation of the effects of learning, understood as knowledge, skills and social competence acquired as a result of education, are therefore important in increasing employment and mobility of potential employees and foster motivation towards lifelong learning.
Legislation guidelines for the Integrated Qualifications System
On 31 March 2015 the Council of Ministers adopted the legislation quidelines for the Act on the Integrated Qualifications System (IQS). Thanks to the system, diplomas and certificates will be comparable, the quality of courses and trainings will be assessed, and Polish companies will gain a new tool to confirm their competitiveness.
Notes from the conference of January 15, 2015
A conference on the benefits and challenges facing higher education institutions was held on January 15 at the headquarters of the Educational Research Institute. 113 persons participated, representing mainly the governing bodies and staffs of higher education institutions from throughout Poland. Between May 13-16, 2014, IBE is hosting a group of representatives from Ireland, Great Britain, Germany, Holland, Austria, Croatia and Italy. The main aim of the study visit is to present our achievements and share experience connected with national qualifications system, especially in the field of informal education. The visit is organized by CEDEFOP.
